2012/03 Dunsky to assist B.C. in developing its groundbreaking “PAYS” financing program. The Dunsky team was retained by BC’s Ministry of Energy and Mines to assist in developing the province’s forthcoming Pay-As-You-Save program. Through this program, electric and gas utilities in the province will offer financing for energy retrofit projects “on-the-bill”, providing for a potentially simpler transaction, while placing the financing charges alongside the savings. Dunsky is notably assisting BC MEM with a review of lessons learned from similar programs elsewhere, and an analytical tool designed to assist the province in designing the program’s parameters.
2012/02 Dunsky to assist the Canadian government in assessing new standards. The Dunsky team was selected by Canada’s Office of Energy Efficiency to advise on the revision of the current regulatory requirements for dishwashers, in an attempt to harmonize with recent legislation in the US. The team will conduct a market analysis and evaluate the economic, energy and water impacts of the new standard.
2012/01 Dunsky to help evaluate the continent’s largest PACE financing program. The Dunsky team is proud to have been retained as part of the team, led by ODC, tasked with evaluating Efficiency Maine’s innovative financing program. Centered around PACE – Property Assessed Clean Energy – legislation, the program offers homeowners in more than 100 communities the ability to finance their energy retrofits through their property tax bill. This project is one of a number that Dunsky is working on related to innovative financing.

2011/12 At the annual forum for the Canadian GeoExchange Coalition which took place on December 7 and 8, Bruno Gobeil presented an innovative approach that involves financing energy efficiency and renewable energy investments from property owners through their tax assessment. One advantage of this new funding approach--called PACE in U.S. which stands for "Property Assessed Clean Energy"-- is that the responsibility for the payments is transferred to new buyers if the original owners decided to sell the property. As part of this session, all the benefits to the building owners and the municipalities stemming from this approach were reviewed as well as the experiences from various countries, including pilot projects that are currently underway in Canada.
2011/11 On November 17, Philippe Dunsky addressed delegates at the Quebec Forum on Energy, a gathering of the province’s government, industry and NGO thought leaders brought together to review options for reducing the province’s dependence on oil. He talked about some of the most innovative strategies adopted worldwide to encourage consumers to switch away from heating oil, and hosted a panel of “implementors” – from resource industries to elected officials – who presented some of the most exciting oil substitution projects in the country.
2011/10 As new technologies and opportunities come to the fore, program administrators are faced with the challenge of understanding and assessing the energy savings they provide. DEC has partnered with ERS and other leading North American specialists to offer critical insight and develop savings algorithms, among other knowledge products, for the Northeast Energy Efficiency Partnerships (NEEP) EM&V Forum. Whether it be LED lighting, ductless mini-splits, central wood pellet boilers, advanced home retrofit strategies or more than half a dozen other measures, this work will help program administrators to adopt up-to-date savings assumptions, appropriate evaluation approaches and effective program strategies. Most importantly, it will break the “echo chamber” of references that can often lead to inaccurate or dated assumptions about what to expect from these new energy savings opportunities.
2011/09 As the nation’s first-ever independent DSM administrator enters into its second year, ENSC has asked DEC to examine its regulatory process. Based on this review and an assessment of leading North American practices, DEC will propose changes meant to strike the right balance between implementation efficiency and regulatory oversight. Ultimately, our recommendations will seek to ensure that ENSC’s regulatory environment allows it to achieve the biggest bang for the significant ratepayer dollars being invested in it, while being fully responsive to the needs of both the provincial regulator and the province’s stakeholders.
2011/08 Cleansing the Air: Quebec launches new Woodstove Changeout program. The program, designed by Dunsky Energy Consulting and implemented by Equiterre, offers incentives to Montreal-area homeowners (as well as to channel partners) to remove their old, polluting wood stoves, or to replacing them with cleaner-burning alternatives like high-performance wood pellet systems. As with all Dunsky programs, this program was designed based on a review of best practices around the world, and a deep understanding of the unique characteristics of the Montreal-area market.

2011/06 “15 for 30”: Dunsky to Assess 15 Advanced Renewables Technologies for 30 Off-Grid Communities: Hydro-Quebec selected Dunsky to assess the costs, benefits, market status and technical viability of a wide array of both mature and emerging renewable energy technologies. The assessment will help the continent’s largest utility to consider non-diesel alternatives for thirty remote communities spread over an area the size of California. The assessment includes such technologies as concentrated solar, PV, advanced geothermal, hydrokinetics, fuel cells and a host of others.
2011/06 Dunsky has been selected to assist the City of Toronto in designing an innovative community-based home retrofit program. Dunsky will provide expertise on best practices, technical assistance as well as ground-level research on the Toronto auditing and home retrofit market to help implement this ambitious initiative.
2011/03 Land of the wind and sun: Dunsky to assist Saskatchewan in developing the next generation of small-scale renewables strategy. The Saskatchewan Ministry of Environment’s Go Green Fund has selected Dunsky Energy Consulting to assist in developing a new strategy to promote small-scale renewable energy. Saskatchewan is home to Canada’s best global solar radiation, and has some of the best in-land wind regimes on the continent.
2011/02 BC Hydro chooses Dunsky to assist with the next generation of new construction programs. Dunsky Energy Consulting is helping the utility assess the opportunities for – and cost-effectiveness of – a new high-performance homes
program that, if pursued, would help new homes in B.C. to go beyond the forthcoming energy code.
2011/01 Dunsky welcomes François Boulanger, Senior Consultant, to its team. Dunsky Energy Consulting is pleased to welcome François Boulanger, who has been a DEC Associate Consultant since the Spring of 2010, to its core team. In addition to the varied projects he has worked on with DEC over the past year, Francois brings a wealth of experience to the job, including several years as Manager of Energy, Building and Transportation programs at Equiterre, where he notably managed residential energy efficiency programs; nearly ten years at Honeywell Process Solutions, where he was lead engineer on industrial process simulations; and five years as a consultant on energy efficiency and policy issues. Fully bilingual, Francois is equally at ease in the residential, commercial and industrial sectors.

2010/11 The Office of Energy Efficiency has retained DUNSKY to assist in its commercial building energy benchmarking project. Our firm will review the OEE’s C&I benchmarking and labelling pilot project with a view to a possible nationwide building energy benchmarking strategy. This work builds on our home and building energy labelling white paper, as well as on other work we have conducted on this issue for a number of clients.
2010/10 DUNSKY to help Efficiency Nova Scotia, Canada’s first dedicated efficiency utility, to achieve the most ambitious efficiency goals in the nation. DEC has been engaged to comprehensively review the province’s existing DSM framework and programs; our recommendations will inform future plans as Efficiency Nova Scotia ramps up its activities to historic levels.
2010/09 DUNSKY was retained by the Newfoundland and Labrador Hydro Co. to design and help implement an energy efficient products program. The program will encourage adoption of energy saving measures in some 220 rural communities in the province. Dunsky is working with Summerhill on this project.
2010/09 Philippe Dunsky has been named to the Advisory Board of the Green Landlords Project. The project is a B.C.-based multi-party effort to sustainably address the problem of split incentives that hamper energy efficiency in rental markets. It includes the B.C. government, gas and electric utilities, private developers and NGOs.

2010/07 Maine PUC approves Efficiency Maine Trust’s new three-year plan. Prepared in large part by Dunsky Energy Consulting, the plan is the state’s first comprehensive, all-fuels strategy, and is designed to set Maine on a path to meeting perhaps the most aggressive energy savings goals on the continent. Dunsky developed the plan with Optimal Energy, and worked side-by-side with the Trust’s board members and new Executive Director.
2010/06 Dunsky Energy Consulting has been chosen to lead a strategic review of Conserve Nova Scotia’s portfolio of multi-fuel energy efficiency programs. ConserveNS is the government agency tasked with delivering residential, commercial, industrial and transportation related energy efficiency programs for the province. Following this review, its primary activities will be transfered to other organizations as part of an overhaul and streamlining of the province’s aggressive energy efficiency efforts.
2010/05 Dunsky, in partnership with Energy Resource Solutions (ERS), is assisting NYSERDA in its design of a competitive sollicitation program aimed at securing low-cost carbon reduction projects from New York’s industrial consumers.
2010/05 Efficiency New Brunswick has retained Dunsky Energy Consulting to assist in revamping its business sector energy efficiency programs. This mandate is part of ENB’s ongoing efforts to improve program performance and facilitate deeper energy savings.
2010/04 Efficiency Maine Trust has released its first draft Triennial Plan. Prepared with the assistance of Dunsky Energy Consulting, the plan proposes a broad array of strategies expected to result in savings of over 3 trillion BTUs and $800 million annually for Maine consumers.
